Can't backup systemstate when SQLServer running?

Any ideas why I can't backup the systemstate for a DC when SQLServer
(2000) is running? I'm confused why SQLServer is even included as part
of the systemstate?
This is the specific error:
"MSDEWriter" has reported an error 0x800423f4. This is part of System
State. The backup cannot continue.
Event ID: 6008
Sqllib error: Failed to create VDS object. hr = 0x80770005.
