Can't backup systemstate when SQLServer running?

Any ideas why I can't backup the systemstate for a DC when SQLServer
(2000) is running? I'm confused why SQLServer is even included as part
of the systemstate?
This is the specific error:
"MSDEWriter" has reported an error 0x800423f4. This is part of System
State. The backup cannot continue.
Event ID: 6008
Sqllib error: Failed to create VDS object. hr = 0x80770005.

Cannot resolve collation

Trying tun a script that updates a table and i get the
following error
'Cannot resolve collation conflict for equal to operation.'
Any ideas what causes this?Probably different collations between your system databases and the
application database. Either make sure that the databases has the same
collation or adjust the offending query and specify which collation the
query is to use (using the COLLATE clause).
